The Well-being Economics and Value team in Public Health Wales was established in March 2024 to address the pressing need for sustainable investment in health and well-being, through the adoption of broader value-based approaches to public health, with a focus on prevention.
We’re a passionate team committed to making a meaningful difference through our work. Our diverse expertise spans health economics, data analysis, public health research, policy development, programme management, and operational support.
What do we do?
The team focuses on gathering, generating, and disseminating evidence using health economics and social value approaches to support the strategic prioritisation of resources and budgets, with an emphasis on preventative interventions to improve population outcomes and ensure long-term system resilience.
Our mission
We strive to mobilise knowledge and support decision-making through evidence synthesis, stakeholder engagement, capacity building, economic evaluations and modelling and producing policy briefs.
We aim to improve health outcomes for the people of Wales and beyond through influencing national health policy and investment decision-making and our international collaboration with the World Health Organization.

Who we work with
The Well-being Economics and Value team works with a wide range of stakeholders including professionals from Public Health Wales, the NHS, Welsh Government, health boards and NHS trusts, and local public health bodies. The team also works in collaboration with the WHO Regional Office for Investment in Health and Well-being (Venice, Italy) on the WHO Well-being Economy Initiative and to deliver the Memorandum of Understanding between the World Health Organization, Europe and the Welsh Government.
The team is represented on the Wales Public Sector Health Economics Group, Health and Care Economics Cymru, the Welsh Government Policy Modelling Group, and the Four Nations Health Economics Group. Public Health Wales is also a member of the Institute for Social Value.
Work with us
The Economics and Value team provides support related to economic evaluation and analysis, economic modelling and the application of social value methodologies and approaches. We also aspire to build capacity and capability in relation to health economics and social value across the system, and to work with partners to ensure our work has a tangible impact on policy and investment decisions.
