Emergency preparedness, resilience and response

Public Health Wales has a legal duty to plan for emergencies. This duty comes from the Civil Contingencies Act 2004, which lists Public Health Wales as a Category 1 responder.

This means we must have plans in place so that, if an emergency happens or is likely to happen, we can continue to carry out our key services. These plans help us to:

  • prevent emergencies where possible
  • reduce or control their effects
  • respond effectively when emergencies occur

Public Health Wales leads on emergency preparedness, resilience and response for public health in Wales. We provide expert scientific and technical advice and work closely with partner organisations to protect people’s health.

We take an all‑hazards approach. This means our plans are designed to work for many different types of emergencies, not just one. Our plans are based on best practice and lessons learned from real emergencies, major incidents and training exercises. We use this learning to strengthen our response and improve our resilience over time.

The Emergency Preparedness, Resilience and Response (EPRR) function includes business continuity planning. It coordinates and delivers work to improve organisational resilience. This work is overseen by the National Director for Health Protection and Screening Services and the Executive Medical Director.
